No president, through all of American history, has ever ceded, and nor would I, the right to preempt in any way necessary to protect the United States of America. But if and when you do it, Jim, you've got to do in a way that passes the test—that passes the global test—where your countrymen, your people understand fully why you're doing what you're doing, and you can prove to the world that you did it for legitimate reasons.
So obviously that means that John Kerry is going to let foreign leaders decide on our national security, right? Right? Like you'll believe that, right? No wonder G-Dub got C's in history papers if he can't site his sources any better than this.
Look at Kerry's criteria of what constitutes the 'global test':
1) your people understand fully why you're doing what you're doing
Bush flunked that one. Nobody has an effing clue why we REALLY went to Iraq. Not that there weren't reasons to go, I'm just saying we don't know which of those actually justified occupying a nation in the name of democracy with no clue how to implement it peacefully.
2) you can prove to the world that you did it for legitimate reasons
Oh no, you mean you have to have proof? You can't just make up intelligence to justify your attacks? It's not hard to prove things like this. If the US had real intelligence about WMD, and not just the stuff that even Colin Powell has said was shady, then maybe that whole coalition building thing might have actually worked. Oh sorry, I forgot Poland. Sorry, Mr. Bushkowski. Sorry you don't seem to understand what a global test is, besides the fact that it has the word global in it, and the globe is big and has lots of countries you can't pronounce that might be harboring terrorists or NKOTB records.
